Tubbataha Reefs Natural Park sits in the middle of the Sulu Sea, about 150 km from Palawan in the Philippines. It is a UNESCO World Heritage Site with two large atolls and a smaller reef, and nobody lives there except park rangers. Walls drop into deep water, with sharks, turtles and big schools of fish. The sea is only calm enough to cross from mid-March to mid-June, so liveaboards are the only way in.
